Our special guest is Bellandra Foster, PE, President of BBFoster Consulting, PC, which is a North Carolina-based corporation providing engineering, facilities management, utility coordination, inspections, program management, quality control and technical assistance. BBFoster Consulting, PC is an SBA certified 8(a) and HUBZone Corporation and a certified and prequalified Disadvantaged Business Enterprise (DBE).
Dr Foster has provided management consulting and coaching to various city department including transportation, and public works. She is a liaison for senior leadership, city planners, and research teams to ensure the company’s engineering support and management structure is driving the organization forward with minimal expenditures.
Dr. Bellandra Foster is a member of the International Coach Federation (ICF) and has obtained the Associate Certified Coach (ACC) designation. She is a member of NABWIC and has the honorable distinction of being recognized as NABWIC's Woman in the Spotlight for NABIC's Billion Dollar Luncheon in Transportation Opportunities, which was held virtually on January 22, 2022.

Tonia Rivers has 17 years of experience in the construction industry. She has a bachelor’s degree in Architecture from Howard University, is a proud military spouse to an active duty service member and also a mother to three beautiful children. Tonia spent most of her career building reputable projects as a Senior Project Manager in the Washington, DC area and also spent two years as a Project Officer for a DOD federal agency managing MILCON projects covering the Midwest region of the US. Today she is a full time entrepreneur as Owner and President of WLS Construction Consultants LLC and a nonprofit, Mothers In Construction based in North Carolina.

Born in Nassau, Bahamas to two immigrant parents from Haiti, Margaret migrated to the US with her parents and seven siblings. She grew up in Miami, graduated from Miami Jackson Senior High and earned her Bachelor’s degree in Human Sciences at Florida State University and a Master’s degree in Business Administration from Nova Southeastern University. In 2006 Margaret and her husband purchased their first investment property, and she became a licensed real estate agent. While working full-time, she grew their real estate portfolio, and gained valuable experience in renovating and rehabbing distressed properties. In 2013, she left her full-time job with the County to become a full-time entrepreneur. She created a few businesses in the process, worked on various construction projects and is now a Certified General Contractor. Owner of GMP Development, Margaret currently works on small and large residential projects with the goal of establishing a company that can provide a range of real estate and construction services.

Queen McKnight is the Founder and CEO of Queens Energy Conservation, LLC, a full-service general contracting and construction management firm.
She is a new member of NABWIC and is also VP of the District of Columbia, Maryland, Virginia Contractors Association. Queen is actively involved in the community and serves as the Community Engagement & Outreach Chairwoman for the IBEW Electrical Workers Minority Caucus. Her favorite, inspiration mantra is:

Below is an overview of the Justice 40 Executive Order and the purpose relating to Disadvantaged Communities and the commitment to 40% of the benefit regarding the same:
"Justice40 is a whole-of-government effort to ensure that Federal agencies work with states and local communities to make good on President Biden’s promise to deliver at least 40 percent of the overall benefits from Federal investments in climate and clean energy to disadvantaged communities"
(DOE's initiatives in relation to Justice 40 to Disadvantage Communities include:
(1) Decrease energy burden in DACs.
(2) Decrease exposure to pollutants and environmental burdens in DACs
(3) Create solar parity and increase clean energy access in DACs.
(4) Increase access to low-cost capital in DACs.
(5) Increase enterprise creation in the clean energy sector in DACs, and more.
